Barry Morse featured as the idiotic U.S. president in Whoops Apocalypse. It also included John Cleese as the Assassin L'Acrobat and Alexi Sayle too, I think. This was a little known gem from the late 70's. I remember Cleese disguised as an archaeologist transporting a nuclear bomb disguised as a huge native phallic symbol in a little pickup.
